The vast majority of the competition consisted of players from the [[European Mahjong Association]] and those from Japan. Invites were sent to other countries, namely the United States, Canada, China, and Korea. Spots were reserved for "rest of the world" as well; Singapore and Australia took the oppoturnity.  In total, the tournament featured a field of 120 players.

The concept of a world championship was presented by [[Martin Rep]]. The French riichi club TNT (Tri Nitro Tiles) offered to hold the tournament in Puteaux, near Paris, France. This proposal was accepted by the [[European Mahjong Association]], [[JPML]], [[USPML]] and [[FFMJ]].
