I have received a comment regarding the fact that "block designs" are freely available, regardless of the size of the tournament and the constraints therewithin.
Unfortunately, with the years of research, I have yet to be shown that this is the case. There was a searchable design database but that has not been active for the last 5 years. The other design databases are user-unfriendly, or otherwise incomplete or unaware of the scope of the demand of a balanced tournament. It is insufficient to just say "lol parameters", especially if these parameters are rarely tested for. If anyone has knowledge or access to a sufficient database or program or applet that could generate the unusual blocks, it would be greatly appreciated.
