==Dealer order==
At the beginning of the game, the first dealer is determined.  Upon doing so, the dealer order throughout the game is also determined.  Different processes may be implemented.  A number may involve dice rolling, separating out four [[kazehai|wind tiles]] for wind draws, and/or pre-determined seating orders.  Different organizations and tournaments have their own systems.  Once the first dealer is set, then the game may commence.
