With regards to "after the event", I suppose a week after said event is done? And, if that event list doesn't seem to be updated, we can just copy-paste initial text from some article. I have little knowledge of how to implement, but perhaps we could add translations of uncommon Japanese mahjong terms on hover over?
 
Example:

which in turn would allow viewers to mouse over kamicha to see the translation.
Player must not draw his next tile before kamicha discards a tile. Drawing before <span title="player to the left" >kamicha</span> discards will result in a dead hand.

:I think the way I've been (sorta) addressing the issue is to A. have a standardized set of mahjong lingo, and B. have parenthesis after an uncommon term that has to be in romaji, e.g. "Every hand requires at least one [[toitsu]] (pair) to win." #B can be hard to read if you do it a lot, though.
:RE: Hoverover, it's definitely possible. You could do a template for common words so you don't have to type out the code every time. For example, I could set [[Template:Ryanmen]] to <nowiki><abbr title="two consecutive tiles, waiting to complete either side of a sequence">ryanmen</abbr></nowiki>.Then, I could type <nowiki>{{ryanmen}}</nowiki> in-editor and get <abbr title="two consecutive tiles, waiting to complete either side of a sequence">ryanmen</abbr> without having to type all the code.
