Tokyo rules 「東京ルール」or all iihan shibari mahjong 「全一飜縛り麻雀」 is a 1957 ruleset created by Amano Daizo.

Winning and furiten
Furiten only affects discarded/skipped tiles, and the tiles connected to them by ryanmen; other waits can be ronned.
In the case of double ron:
- One person is paid in full according to atamahane; the other is paid half.
- Winner get their riichi bets back; other riichi sticks are given according to atamahane.

Scoring
Fu
Fu functions normally, except open pinfu is 20 fu.
Han
There is no kandora or uradora.
A special rule of zoroba 「ゾロ場」 is used:
- Each 1 or 6 rolled during the deal adds 1 han to the winning hand.
- Each sum of 7 also adds 1 han to the winning hand.
- If neither of the conditions are met, the dice are rolled again until at least 1 han is added. Each reroll adds 100 points to the winning hand.
- Zoroba does not count for iihanshibari.
