Tokyo rules 「東京ルール」or all iihan shibari mahjong 「全一飜縛り麻雀」 is a 1957 ruleset created by Amano Daizo.

Equipment and setup

All tenbou have tenth of their usual value. Special 5000 point sticks are used.

All players start with 20000 points:

  • One 5000 point stick
  • Nine 1000 point sticks
  • Ten 500 point sticks
  • Nine 100 point sticks
  • Ten 10 point sticks

Play

The game is played as tonpuusen. Two dice rolls are used during the deal.

Calling and riichi

Kuikae is allowed.

A riichi bet is 100 points. You cannot call ankan during riichi.

Winning and furiten

Furiten only affects discarded/skipped tiles, and the tiles connected to them by ryanmen; other waits can be ronned.

In the case of double ron, one person is paid in full according to atamahane; the other is paid half.

Ryuukyoku

There is no tenpai renchan or noten bappu. There are no honba.

Tochuu ryuukyoku applies to the following situations:

  • Kyuushu kyuuhai
  • Suufon renda
  • Suukaikan
  • Suucha riichi
  • Sanchahou

Sekinin barai

Sekinin barai applies to the following hands:

Scoring

Fu

Fu functions normally, except open pinfu is 20 fu.

Han

There is no kandora or uradora.

A special rule of zoroba 「ゾロ場」 is used:

  • Each 1 or 6 rolled during the deal adds 1 han to the winning hand.
  • Each sum of 7 also adds 1 han to the winning hand.
  • If neither of the conditions are met, the dice are rolled again until at least 1 han is added. Each reroll adds 100 points to the winning hand.
  • Zoroba does not count for iihanshibari.
